Education:
Dr. Wray received his B.A., M.A. and Ph.D. in 1972, 1975 and
1980, respectively, from the University of Manitoba in Winnipeg,
Manitoba, Canada.

Courses taught:
He teaches MPNA courses in Strategic Management of Information
in Public and Nonprofit Organizations and two elective Topics
courses in Metropolitan Governance and Public Service Redesign.

Short Biography:
Dr. Lyle Wray became Executive Director of the Capitol Region
Council of Governments based in Hartford, Connecticut in April
2004. Prior to that he served as Director of the Ventura County
Civic Alliance based in Camarillo, California for a year. From
1992 to 2003 he served as Executive Director of the Citizens League
in 1992. Prior to joining the staff of the Citizens League, Dr.
Wray served as County Administrator and Human Services Director
in Dakota County, Minnesota. Dakota County is Minnesota’s
third most populous county.
He was director of the quality assurance and protective services
division of the Minnesota Department of Human Services; compliance
monitor for the Welsch Consent Decree issued by the United States
District Court; program director in developmental disabilities
at the Brainerd Regional Treatment Center; and mental retardation
services division director in the Newfoundland and Labrador Provincial
Department of Social Services.
Dr. Wray's professional interests include e-government, outcomes
measurement, and public service redesign.
